In October 1987, Bullwinkle Constructors, a Kiewit-led joint venture, completed fabrication of the 1,350-ft.-long Bullwinkle jacket. The 36-pile, 60-slot jacket the world's tallest production platform stands 1,615-ft. tall with approximately 265-ft. extending above the surface of the water.
The jacket was built on two 1,400-ft. concrete skidways, spaced 140 ft. apart. The jacket, weighing approximately 50,000 tons at loadout, has 12 mainlegs and 19 conductor-panels, all of which were secured to the ocean floor by 28 skirt piles. Fabrication of the jacket occurred in 14 sections that included a core block and eight panels. Once each core block was complete, it was rolled over to the loadout position. This roll-up operation was also employed for the panel sections. Once fabrication was complete, the jacket was placed on an 843-ft.-long by 207-ft.-wide barge for portage and installation in the Gulf of Mexico.
